End-to-end independent project management of a 160-unit affordable housing development delivered in two batches with full supporting infrastructure.
Project overview
A 160-unit affordable housing development located in Aguabor, Enugu State. The project was financed by Family Homes Funds Limited (FHFL) and implemented by the Enugu State Housing Development Authority (ESHDC) under a structured loan partnership. Baocam & Truss served as the Independent Project Manager, providing end-to-end project management, technical oversight and quality assurance throughout the project lifecycle.

Originally planned for eight months on Batch A, the programme extended over 36 months to absorb erosion, material supply delays, inflationary pressures and rescoping adjustments — all without compromising quality.
Strategic impact
Materially reduces the housing deficit in Enugu State, supports local employment through contractor and supplier engagement, and demonstrates effective public-sector collaboration — reinforcing FHFL's mandate for sustainable, inclusive housing delivery across Nigeria.
